The State Food and Drug Administration requires the production of active substances and preparations to meet the GMP requirements by June 30, 2004. 
2. China's medical and health services
1. The general goals of health development in China during the Tenth Five-Year Plan Period are as follows: By 2005, a health care system that meets the requirements of the socialist market economy and the people's health needs will be basically in place throughout the country, so that the people can enjoy basic medical services of relatively high quality and relatively low cost commensurate with a well-off level of living, and the public's demand for multi-tiered and diversified health services will be constantly met, further improving people's health. 
At present, the total cost of China's health services is about 500 billion yuan (of which 300 billion yuan is spent on public health), with an average annual increase of over 15%. There are about 15,500 hospitals at or above the county level (including 1,000 at the provincial and ministerial levels; 3000 prefectural and municipal hospitals), with 3.2 million beds and 6 million medical staff. At present, there are less than 1,500 "clean operating room" hospitals in China, with a penetration rate of less than 10%. With the improvement of people's health requirements, hospitals pay more and more attention to the establishment of "clean operating room" in the aspect of controlling nosocomial infection and improving medical technology.

In the next few years, the state will greatly increase investment in medical and health services to meet the needs of ensuring the health of the whole population. The State Council has tasked the State Environmental Protection Administration and other relevant departments to formulate special plans to treat 650,000 tons of medical and clinical waste and 400 million tons of hospital waste every year.
